R7 and A28 are actually within a couple hundred pounds of each other so there is discernible difference.1,700 lbs however IMO is a discernible difference.
never heard anyone say it was ever underpowered. it may be a better comparison, and that was only ever offered as single engine. I need to go back and look at the specs for the A28.
